Project description:

One focus of the German and Chinese development cooperation is a comprehensive advice in environmental matters. In this context, Chinese environmental legislation and its implementation was to be improved. A Public Private Partnership (PPP) Project implemented by ETLog Health EnviroTech & Logistics GmbH, was therefore co-funded by means of the German Ministry for Economic Cooperation and Development (BMZ). The PPP funds are provided through DEG – Deutsche Investitions- und Entwicklungsgesellschaft mbH, one of the largest European development finance institutions. The target of the project was in line with the above mentioned development goals: A disposal centre fort the handling of hospital waste was put into operation in the town of Jishou (Xiangxi prefecture). Xiangxi is the autonomous prefecture of Tujia and Miao minoritiesand belongs to the province of Hunan. At the end of 2004, 4016 medical centres (out-patient clinics and wards included) were counted. In the town of Jishou, a waste-disposal centre was erected on an area marked out for this purpose. Here, the waste from the surrounding hospitals are treated. The disposal centre was the core of the project, with the aim of an economically sensible and safe system of transport logistics and handling of hospital waste in the region. The entire province Xiangxi was included in the tour planning. The legal foundation of the system was worked out by the environmental sector and local officials working together, and aid for its monitoring were determined. As a basis, generally valid environmental protection rules were implemented, according to UN recommendations, international standards and local legislation. In order to guarantee that during and after the completion of the project, the necessary specialist knowledge was applied; waste disposal and transport companies was schooled and certified. The first months of practical operation were supervised. In parallel to this, in order to enable to monitoring and control of the project, employees of the environmental authorities were trained regarding disposal of hospital waste.

In order to disinfect infectious hospital waste, the environmentally friendly and secure process of autoclaving was implemented. The medium to long-term aim envisages the construction and operation of further waste-disposal centres in China.

  • Introduction of a controlled hazardous waste logistic for infectious waste;
  • Possibility of centralizing of the disinfection of valuable disposables;
  • Task: to improve the hospital waste management system in Changsha, Province Hunan;
  • Set up of new waste regulations;
  • Development of a standardized HWM and monitoring system;
  • Training of 40 Hospital waste officer and 10 monitoring officer;
  • Training of the logistic company on healthcare waste management, operation and maintenance, documentation and occupational safety;
