Project description:

The management of medical waste in the P.R. China does not always comply with the status of national legislation (e.g. Regulation No. 380) or the conditions stipulated by the international organizations (e.g. WHO, Basle Conventions, etc.) in technical, organizational or hygienic terms. The safe handling and treatment of hazardous medical waste is an important duty in the field of environmental hygiene to protect the public health. Also it is an important task in the fight against transferable diseases like Hepatitis, AIDS, Tuberculosis, and last but not least SARS. On the basis of the Summary Record of the 21st Session of the Joint Commission on Development Co-operation between the Government of the Federal Republic of Germany and the Government of the People's Republic of China the Project Sponsor has asked KfW to assist in a Fact-Finding-Mission for the Waste Incineration Project Nangong and the Medical Waste Disposal Project in Hohot, Nanchang and Tianjin. As a good demonstration for other medical waste projects in the P.R. China, SEPA (China State Environmental Protection Administration) emphasizes to set up several demonstration plants. The German bank for reconstruction, KfW has been asked by the Ministry of Finance to assist in a fact finding mission for the medical waste disposal sector to investigate the actual situation in 3 provinces.

One of the targets of the fact finding mission is to clarify whether the implementation of medical waste disposal plants and assigned activities could be included in the frame of the Sino-German financial cooperation program. This plan is supported by the Chinese Ministry of Finance and the German bank for reconstruction KfW.

The fact finding mission was carried out by a joint team of Fichtner and ETLog Health EnviroTech & Logistics GmbH (2 experts).
