Project description:

The government of Mongolia seeks to strengthen blood safety, hospital waste and infection control in hospitals and improve preparedness for emergencies in case of natural disasters.

Important deficiencies exist in aimag blood banks, which can impact on patients' and health workers' safety. Inadequate facilities, equipment and testing materials; inadequate capacity of personnel involved in blood safety; lack of confidentiality; poor registration and reporting of adverse reactions; lack of readiness for emergencies; and lack of measures to ensure reduction of inappropriate blood transfusions are among the major deficiencies, which can result in unintentional transmission of HIV, syphilis, and hepatitis B and C.

While efforts are underway in Ulaanbaatar and in medium size cities such as Darkhan and Erdenet to improve hospital medical waste treatment and disposal, the situation in the aimags is far from ideal. Adequate management of liquid waste produced by hospitals and laboratories is still not sufficiently addressed. Hazardous liquid waste is poorly disposed of causing harm to people and the environment, as it contains chemical substances, drugs, pathogens and isotopes. Hospital sewerage systems are not always of good quality resulting in environmental and public health risks.

Services provided by ETLog Health EnviroTech & Logistics:

  • The project carried out a technical and environmental audit of the central medical waste management facility and fund minor civil works and equipment to meet internationally accepted standards;
  • The monitoring and inspection capacity of the Ministry of Health (MOH) and the General Agency for State Inspection on medical waste will be strengthened;
  • Medical waste management systems, including liquid waste, will be strengthened in hospitals in Ulaanbaatar, Erdenet, Darkhan, and selected aimag general hospitals' and soum health centers by providing basic equipment, raising awareness and training personnel, and ensuring that recurrent funding for medical waste is institutionalized.
